Job Description
The Finance Department has an opening for a Senior Accountant. This full time, 40 hour per week position has a starting salary of $53,195/yr. to $79,793/yr. based on qualifications.
This position performs a variety of complex professional accounting and financial functions related to county-wide financial reporting and annual budget preparation.  This position is responsible for providing financial and accounting support, advice and assistance necessary for departments to successfully appropriate and manage their budgeted funds.  Also responsible for maintaining activity in special county-wide funds such as capital projects, debt service, and special revenues.  Decisions made by this position are based upon comprehensive knowledge of Generally Accepted Accounting Principles and Government Financial Reporting Standards.
Monitor and review department financials to ensure operations are within budgeted levels and adherence to policies/procedures. Work with the departments to assist with understanding of their revenue and expenditure status. Identifies emerging financial issues, revenue shortfalls or expenditure overruns and advises Management with options for resolution. Completes month-end closing process. Prepares and reviews monthly financial statements and accruals. Prepare and review journal entries, reconciles accounts and reviews county-wide and departmental financial reports to ensure accurate recording of financial transactions in accordance with applicable accounting standards. Provides technical expertise, advice, and direction on financial matters, budget information and financial system inquiries to all departments and subordinates to ensure effective administration and implementation of approved fiscal policies, plans and programs. Provide fiscal year end entries and supporting documentation.  Completes work papers and schedules for the fiscal year end closing process to be used by the external auditors. Participates in the preparation of the Comprehensive Annual Financial Report, including research and application of accounting pronouncements, compilation of data, preparation of supporting schedules, preparation of notes to the financial statements, and preparation of final financial statements. Prepares and provides to management various statistical and analytical data.  Ensures the accurate and timely preparation of monthly, annual and other routine or special purpose financial reports and documents. Participates and presents reports to committees as required. Ensures the County's accounting procedures comply with internal control over financial reporting and implements corrective action for any condition that might be considered a material weakness. Maintains and updates policies and operating procedures to incorporate new software, changes in responsibilities, and new accounting pronouncements. Provides financial grant-related expertise on a monthly or quarterly basis to departments administering grant awards. Maintain County Assets for all departments including managing asset acquisitions, transfers, and disposals. Develops and maintains capital project records and prepares schedules and reports for fiscal year-end.  Maintains and coordinates five year capital project plan. Works closely with the internal and external audits and provides recommendations to the Deputy Finance Director regarding procedural changes and final audit reports. Analyzes financial reports and provides oversight and assistance to other departments and staff as directed by the Deputy Finance Director. Performs other duties as may be assigned.
Bachelors’ degree in Accounting or Finance required. Five years of progressive accounting experience, or any equivalent combination of education, training and experience which provides the necessary knowledge, skills and abilities. Experience in Health Care operations and reporting, a plus. Considerable knowledge of governmental accounting and public budgeting principles, practices and methods. Considerable analytical and problem-solving skills. Ability to meet established financial reporting deadlines. Considerable skill in preparing and analyzing complex reports, budgets and statements. Ability to plan, administer and evaluate programs and projects. Considerable knowledge of local, state and federal laws and regulations governing counties as well as county/local government operations. Knowledge of and proficient ability to utilize a computer and the required software. Ability to deal with sensitive data in a confidential manner and work with outside agencies. Ability to work with others in the completion of complicated business tasks.
