The Highway Department has an opening for a Surveyor/Engineer. This full time, 40 hour per week position has a starting salary of $61,018/yr. to $91,529/yr. based on qualifications.
PURPOSE AND SUMMARY
This position works under the direction of the Transportation Director to manage the day to day operations of the Surveyor/Highway Engineer’s office, and is responsible for the work products of that office. The Surveyor/Highway Engineer’s office provides surveying, design, and construction of roads and highways, along with the statutory duties of the County Surveyor’s office, and the acquisition of road right of way.
Comply with chapter 59.45 of the Wisconsin State Statutes pertaining to the duties of the County Surveyor. Comply with Sections 59.73, and 59.74 of the Wisconsin State Statutes pertaining to surveys and subdivisions of sections, and the perpetuation of section corners. Maintain the Sheboygan County coordinate matrix, including the 72 reference monuments, and the two continuously operating base stations. Maintain and expand the Sheboygan County benchmark network. Serve on the Sheboygan County Land Information Council in compliance with section 59.72(3m) 4m of the Wisconsin State Statutes. Coordinate, schedule, and direct staff of two to six employees, together with outside consultant resources to perform survey, design, construction, and maintenance of roads and other County facilities. This work includes any permitting required for compliance with environmental regulations, and county and local zoning. Provide administrative and technical guidance to the Transportation Director for long range construction programing. This will include the upkeep of the roadway rating system, the county bridge rating system, and keeping facilities inventories current, such as the sign inventory, digger’s hotline mapping, and the culvert inventory. Coordinate/administer Local Road Improvement Program. Negotiate highway right of way acquisitions for roadway improvements. This work includes the preparation of relocation orders, preparation of deed and easement documents, title searches, and right of way certifications. Knowledge of the appraisal process and their use in acquisitions, and continuing education in the acquisition process. Provide consultation, surveying, and engineering services to other county departments, and to other government agencies and municipalities, subject to the Transportation Director’s direction. Assist in the preparation of estimates for survey, design, and construction of roads and other facilities, including materials quantity “take offs”. Process and issue permits for access control to county trunk highways (driveway permits) and utility accommodation within county trunk highway rights-of-way. Keep accurate records, and prepare detailed written and oral reports. Performs other duties as assigned.
Thorough knowledge of the laws, regulations, guidelines and standards pertaining to the construction and maintenance of highways and highway structures. Thorough knowledge of the principles of civil engineering, especially highway or transportation engineering. Thorough knowledge of the principles and practice of land surveying. Graduation from a college or university of recognized standing with major courses in civil engineering. Licensure as a Professional Engineer in the State of Wisconsin, or eligibility to become licensed within one year of hiring. Must comply with biannual continuing education, and all other requirements to maintain standing as a Licensed Professional Engineer. Licensure as a Professional Land Surveyor in the State of Wisconsin, or eligibility to become licensed within one year of hiring. Must comply with biannual continuing education, and all other requirements to maintain standing as a Licensed Professional Land Surveyor. Must be on the Wisconsin Department of Transportation Approved Negotiators List, or must have the ability to become listed within one year of hiring. Must maintain good standing as an approved negotiator.
