Salary Range: $68,767/yr. to $105,471/yr. based on qualifications
Status: full-time (40 hours/week)
 
PURPOSE AND SUMMARY
Responsible for the overall management of Sheboygan County Public Health programs for all citizens within the context of the mission of the Division of Public Health; that being, promoting conditions in Sheboygan County in which people can be healthy. 
 
ESSENTIAL DUTIES
Performs all duties of the local Health Officer per State Statutes/Rules. Prepares an annual comprehensive plan and budget for all of the programs and services of the Division of Public Health. Assists the Health and Human Services Director in the development of intermediate and long-range plans and budgets. Manages contracts entered into by the Health and Human Services Department, Division of Public Health, making available sufficient data so that the Health and Human Services Director and Health and Human Services Committee can be assured of the fulfillment of contractual agreements. Recommends program changes and suggests legislation or regulation changes to State/Federal legislative representatives, Department of Health Services, and the Health and Human Services Committee. Prepares annual reports on the operation of the Division of Public Health. Provides direct supervision of personnel to whom responsibility for operation and coordination of public health services are delegated. Directs the performance of all personnel under the Division of Public Health jurisdiction, and makes recommendations to the Health and Human Services Director concerning the hiring and discharge of all employees and salaries of personnel. Meets with community and agency representatives to coordinate and integrate public health programs into community and county-wide health care systems. Develops, interprets, and executes policies and regulations of the Division of Public Health. Reviews, evaluates, and utilizes information systems reports and research concerned with the Division of Public Health. Serves as a representative of the Health and Human Services Department to designated state and community boards, committees, and organizations. Presents programs about the Division of Public Health to the Health and Human Services Committee, County Board, community groups, and organizations. Acts as resource agent to the Health and Human Services Director and members of the Health and Human Services Committee. Assists the Health and Human Services Director in coordinating intra-divisional policy, program, and service efforts. Carries out emergency preparedness activities as indicated. Moves forward the Division of Public Health by utilizing best practices, such as Public Health 3.0. Promotes Health in all Policies to allow for a collaborative approach to integrate health in policymaking throughout the community.

QUALIFICATIONS
Meets Health Officer qualifications as defined in Wisconsin Statute 251.06 of a Level II or III (Level III preferred) local health department. Knowledge of and experience in contemporary public health practices philosophy. Comprehensive knowledge of the needs, services and programs for all groups under the jurisdiction of the Division of Public Health, including experience in the administration of these programs and services. Knowledge and understanding of the Federal laws, State Statutes, and administrative rules which regulate the services provided by the Division of Public Health. Knowledge/experience in the fields of prevention, communicable disease control, chronic disease prevention and control, nutritional, programing, injury prevention, environmental health, reproductive/perinatal health, coalition building, infant/child health and adolescent health. Strong leadership skills, decision making qualities, and communication skills. Unlimited access to a car with auto insurance meeting minimum statutory standards, a valid driver’s license, and ability to drive or arrange travel in and out of county, as needed, to perform job duties.
