MICHELE CARTER - Wisconsin Department of Workforce Development, Employment & Training Division Administrator.
Michele Carter is the Administrator of the Division of Employment & Training (DET) at the Department of Workforce Development. Wisconsin’s DWD is the state agency charged with advancing Wisconsin’s economy and business climate by empowering and supporting Wisconsin employees, employers and entrepreneurs. As DET Administrator, Michele leads a division of almost 300 employees who provide a seamless continuum of services as the front line of the state’s workforce service delivery system.
She left her 15-year post at the Department of Transportation to join DWD in June of 2020 where she was the Director of the Office of Business Opportunity and Equity Compliance. Carter oversaw the implementation of the Disadvantaged Business Enterprise [DBE], Contractor and Labor Compliance and Equal Employment Opportunity programs functioning as a Chief Solutions Officer for Civil Rights implementation within Wisconsin DOT’s road construction transportation industry.
Under Michele’s leadership, Wisconsin DOT DBE Program achieved its highest DBE participation levels in the state’s program history, earned national awards, and was acknowledged with a Legacy Award from Governor Doyle’s administration.
Carter is a veteran, having served twenty-three years of enlisted and commissioned military service in the Army Reserve and Army National Guard. Her military training included Chemical Operations, Signal Communications and Equal Opportunity Management. Formal education includes graduate level training in Clinical Psychology and a bachelor’s degree in Psychology.
Michele’s achievements include recognition as a Milwaukee Business Journal Woman of Influence, honorable mention for the state Virginia Hart Award; recipient of the National Association of Minority Contractor’s Golden Champion Award, and the Eric Parker Partnership Award from Wisconsin Regional Training Partnership.
Dr. ALISIA MOUTRY

She listens, asks the right questions, conducts needs assessments, communicates, and engages with individuals and teams to guide organizations to the next level.
As the owner of 4AM Consulting, Dr. Moutry helps people move the ideas and goals they form in the middle of the night to reality. She provides facilitation, coaching, and professional development services through one-on-one meetings, focus groups, and training sessions.
Dr. Moutry relies heavily on varied work experiences gained in working with teams at urban and suburban school districts, small- and medium-size businesses, and in higher education. She leverages expertise in data analysis, teaming structures, family and community engagement, culturally responsive practices, visioning, K-12 educational needs, leadership development, collecting stakeholder input, and active listening to drive progress. Her specialties include developing multi-tiered systems of support with an equity focus, visioning, management leadership skills.
In addition to running 4AM Consulting, Dr. Moutry serves as the Co-Director of the Wisconsin-Minnesota Comprehensive Center in Region 10, which falls under the umbrella of the University of Wisconsin-Madison Wisconsin Center for Education Research.
Andres Gonzalez
Vice President, Chief Diversity Officer
Froedtert & Medical College of Wisconsin
Andres Gonzalez has worked in the non-profit sector for over 20 years. He has been instrumental in creating culturally and linguistically competent programs. He serves as the Vice President, Chief Diversity Officer at Froedtert & Medical College of Wisconsin located in Milwaukee, WI. He provides direction to the Office of Diversity & Inclusion where he leads Diversity & Inclusion strategic initiatives that include: Business Resource Groups (BRGs), Community Engagement, Diversity Action Teams (DATs), Diversity & Cultural Competence Education, Emerging Markets Initiative, Health Equity, Language Services, Leadership Development, Supplier Diversity and Talent Acquisition.
In his previous role, Mr. Gonzalez served as the Chief Diversity & Inclusion Officer for Baystate Health in Springfield, MA from November 2012 to June 2015. He provided direction to the Office of Diversity & Inclusion where he led the strategic initiatives system wide that included: Business Employee Resource Groups (BERGs), Diversity Council, Leadership Development Initiative, Diversity & Cultural Competence Education, Supplier Diversity and New England's premier Diversity Conference.
Mr. Gonzalez served as the Director, Diversity & Community Outreach and Interim Supplier Diversity Director at Cleveland Clinic Health System from February 2007 to October 2012. He provided direction to the Office of Diversity & Inclusion where he led the strategic initiatives system wide that included: Employee Resource Groups, Diversity Councils, Language Enrichment and Supplier Diversity Programs and Community Outreach initiatives.
